As Sultan Mehmed II organized his military expeditions to create a centralized state that controlled “the Two Lands and the Two Seas,” one of his other main concerns was to develop Istanbul into a metropolitan city that was in keeping with this empire and which was truly a capital city. He took a series of measures to provide the necessary substructure for people from all sects to come, settle, and earn their living in the city, without discrimination.
